This meeting is being conducted using a hybrid in-person format where members of Council, members of the public and staff members are in-person at the Administration Centre – Council Chambers located at 217 Gideon Street, or where permitted, attend virtually through Zoom.

All information including opinions, presentations, reports, documentation, etc. that are provided at a public or open meeting are considered a public record.

Land Acknowledgement

I would like to begin our meeting by recognizing the First Nations, Metis and Inuit peoples of Canada as traditional stewards and caretakers of the land. We acknowledge that Clearview Township is located within the boundaries of Treaty 18, the traditional lands of the Anishinaabeg, Haudenosaunee, Tionontati, Wendat, and is the home of many First Nations, Metis, and Inuit peoples as part of an intricate nationhood that reaches across Turtle Island. At this time of truth and reconciliation, we welcome the opportunity to work together towards new understandings and new relationships and ask for guidance in all we do.

 

  • Recommendation:

    Be It Resolved that the next portion of the meeting be closed to the public in accordance with s. 239 (2) of the Municipal Act, 2001:

    (e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

    (f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

    Be It Resolved that Council of the Township of Clearview hereby approve the Agenda dated May 11, 2026, as presented.

  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby approve the Minutes of the April 27, 2026, Council Meeting and the April 29, 2026, Special Council Meeting, as presented.

Item requested to be added to the agenda by Mayor Measures

  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby supports the correspondence and request from the Western Ontario Warden's Caucus to the Province, that any changes involving upper-tier municipalities:

    • Maintain locally election leadership as a cornerstone of municipal governance
    • Recognize the distinct roles and structures of counties, regions and cities
    • Reflect rural and regional realities, including geography and service delivery responsibilities; and,
    • Be developed in partnership with municipalities through meaningful consultation; and,

    Further That the Township of Clearview formally requests that the Province amend Bill 100 to allow Simcoe County Council to retain the authority to appoint its own Warden/Chair; and,

    Further That a copy of this resolution be forwarded to the Premier of Ontario, the Minister of Municipal Affairs and Housing, local Members of Provincial Parliament, Simcoe County Council, and all lower-tier municipalities within Simcoe County. 

  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report PW-006-2026 (Stayner (Zancor Subdivision) Stormwater Management Pond Cleanout) dated May 11, 2026; and,

    1. That Council award the tender for the Stayner (Zancor Subdivision) Stormwater Management Pond Cleanout to Vasq Ltd. in the amount of $211,073.12 (excluding HST)
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PW-008-2026 (Encroachment By-law Amendments – Boulevard Garden Encroachments) dated May 11, 2026; and,

    1. That Council supports the proposed amendments to Encroachment By-law 25-40 as it relates to boulevard garden encroachments, outlined in Appendix A to this report; and,
    2. That Council directs staff to present a By-law at the May 25, 2026, meeting, to amend Encroachment By-law 25-40 to reflect the supported changes; and,
    3. That Council directs staff to amend the Fees and Charges By-law to add a one-time fee of $50.00 for a boulevard garden permit.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PW-009-2026 (Rubber Tired Backhoe Purchase) dated May 11, 2026; and,

    1. That Council approve the purchase of a 2026 Caterpillar 420XE Backhoe from Caterpillar (CAT), in the amount of $238,619.51 + HST.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PW-010-2026 (Motor Grader Purchase) dated May 11, 2026; and,

    1. That Council approve the purchase of a 2026 John Deere 772 Motor Grader from John Deere, in the amount of $672,618.49 + HST.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PW-011-2026 (Sidewalk Utility Tractor Purchase) dated May 11, 2026; and,

    1. That Council approve the purchase of a Trackless MT7 Utility Tractor from Joe Johnson Equipment, in the amount of $210,950 + HST.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PCR-011-2026 (Amendment to the Arena and Sports Field Allocation Policies) dated May 11, 2026; and, 

    1. That Council approve the amended Arena User Groups and Sports Field Allocation Policies, as presented in Appendix A and B to this report. 
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PCR-012-2026 (Creemore Arena Ice Resurfacer RFQ Results) dated May 11, 2026; and, 

    1. That Council approve the quotation submitted by Zamboni Company Limited in the amount of $170,925.00 plus HST for the Zamboni 450 Lithium-ion battery operated ice resurfacer for the Creemore Arena; and, 
    2. That any overages above the budgeted amount for the ice resurfacer be funded through the Arena Equipment Replacement Reserve; and, 
    3. That the former (2011) Stayner spare unit be sold off as excess equipment, and the existing Creemore Olympia (2016) be stored as a spare unit for the Clearview Parks & Recreation Department.

  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # FIN-005-2026 (2026 Budget Package and Tax Rates) dated May 11, 2026; and,

    1. That By-law 26-27 to approve the passing of the 2026 Tax Rate at a blended increase of 2.09% be presented at the May 11, 2026, meeting for approval.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # PB-017-2026 (Zoning By-law Amendment Application (Aarden)) dated May 11, 2026; and,

    1. That a Zoning By-law, generally consistent with the draft amendment found in Appendix ‘F’ for the lands municipally known as 5455 Concession 9 Sunnidale, be presented to Council for consideration and approval at the May 25, 2026, meeting.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # LS-008-2026 (Municipally Significant Event Policy) dated May 11, 2026; and,

    1. That Council supports the updated Municipally Significant Event Policy as presented in Appendix “A” to this report; and,
    2. That a by-law with the updated Policy be presented to Council for approval at the May 11, 2026, meeting.
  • Recommendation:

    Be It Resolved that Council of the Township of Clearview hereby receive report # LS-013-2026 (Short-Term Rental Accommodation Licensing By-law Draft Version) dated May 11, 2026, for information.

  • Recommendation:

    Be It Resolved that By-law 26-21, being a being a by-law to establish a Municipally Significant Event Policy be presented and read a first, second and third time, and finally passed this 11th day of May, 2026. 

  • Recommendation:

    Be It Resolved that By-law 26-27, being a being a by-law to set the tax rates and levy taxes for the year 2026 be presented and read a first, second and third time, and finally passed this 11th day of May, 2026. 

  • Recommendation:

    Be It Resolved that By-law 26-30, being a being a by-law to authorize entering into a Lease Agreement with Skydive Wasaga Beach Incorporated for use of a portion of land located at 1585 Klondike Park Road be presented and read a first, second and third time, and finally passed this 11th day of May, 2026. 

Request for Addition to the Agenda made by Councillor McArthur.

  • Recommendation:

    Whereas the Public Sector Salary Disclosure Act passed in 1996, requires that every public employer make available for inspection by the public without charge, a written record of the amount of salary and benefits paid in the previous year by the employer to or in respect of an employee to whom the employer paid at least $100,000 as a salary; and,

    Whereas this $100,000 salary threshold has not been updated since 1996, to reflect inflation; and,

    Whereas with consumer price index (CPI) adjustments, $100,000 is equivalent to just over $180,000 today;

    Now Therefore Be It Resolved that Council of the Township of Clearview request that the Public Sector Salary Disclosure Act be amended to reflect the impact of inflation on the $100,000 salary threshold for reporting, by either adding wording to reflect annual adjustments related to the consumer price index (CPI) or providing an adjusted salary of $200,000; and,

    That this resolution be sent to the Hon. Doug Ford, Premier; Ministry of Municipal Affairs and Housing; Simcoe-Grey MPP Brian Saunderson; the Association of Municipalities and all Ontario Municipalities.

  • Recommendation:

    Be It Resolved that By-Law 26-33, being a by-law to confirm the proceedings of the May 11, 2026, Council Meeting, be presented and read a first, second and third time and finally passed this 11th day of May, 2026.

  • Recommendation:

    Be It Resolved that the Council Meeting adjourn at ________ p.m.
